It was a busy time gobbling up territory. One incredibly crucial annexation involved Santa Ana. The property was owned by the Segerstroms, farmer types who envisioned a grand shopping center called South Coast Plaza. Segerstrom noted that Santa Ana already had an established retail presence. As it came to be, the Segerstroms hearted Costa Mesa more. Now and in its year history, Costa Mesa has been an Orange County and world Mecca for just about everything imaginable, partially thanks to strategic annexation: shopping, fine dining, fast food, fine arts, hipster culture, mass media, action sports apparel, boatbuilding, autos and manufacturing.
He worked for the Daily Pilot for nearly eight years as a reporter and editor, spending several of those years extensively covering Costa Mesa and sitting through more public hearings than anyone should. He also lived in various parts of Costa Mesa throughout that period before moving to a less-interesting city.

On June 29, , the city was incorporated and City Council-Manager form of government was chosen. The new city had an area of 3. Within 35 years, by , the population had risen to 90, and the area to 17 square miles. Since its incorporation, Costa Mesa has turned from quiet suburban community with deep farming roots to a world-class city featuring some of the best restaurants, retail centers, and cultural arts in the nation, in addition to being the capitol of the action sports industry.
The Town Center office complex followed in the s, including the county's tallest building, Center Tower. And in , the county's Performing Arts Center opened on Segerstrom-donated land.
