Under the title selection screen, theres an option to display legacy or something but it doesnt say anything. Tatile The Legacy system would unlock when you completed the first chapter on you first character.
I don't believe that has changed with regards to the Legacy Name. And after you do unlock it, make sure to check out the character perks you can buy. I wish I had spent my money on those, rather than on gear that just became obsolete a couple levels later XD.

About the titles, there are 2 kind of titles, your character titles and your legacy titles. Character titles are awarded by completing certain parts of your story, flashpoints or secondary missions, some of them go before your name like "Master" or "Jedi" and some after your name like "the Black Bisector" or "the Uncompromissing" , it really depends on the title, and you can't change the way they are displayed.
Legacy titles are awarded by achievments and reputation, and they can be shown on all of your characters. For example, "Raider of the Cove" is a title that is awarded by reaching certain status with the People of Rishi. Both character and legacy titles can be displayed at the same time, or you can choose to only display one of them. With all of them displayed, your name should look like this example: Master John Doe Raider of the Cove Jedi Order Where "Master" is your character's title, "John" is your character name, "Doe" is your legacy name, "Raider of the Cove" is your legacy's title, and "Jedi Order" is your guild's name.
